Recent papers have argued that spatial justice should be pursued through a place-based approach, which enables local people to assert their own capacity act and pursue positive visions: an approach fundamental LEADER. This paper considers the extent LEADER constitutes action addressing case study in England. Analysis of this leads questions about apparent localism is constrained by ‘government at distance’ how can affect ability LAGs justice. It suggested displays tension between network hierarchy modes governance, increasingly under control instance despite its origins as networked CLLD. The concludes has potential contribute – both distributive procedural but may frustrated imposition different priorities controls or from higher levels.
